			<content:encoded><![CDATA[<p>Knowledge management is not new things now. Its existing was recognized as a new discipline in 1995. However many institution, company, and organization in Indonesia could implement Knowledge Management well. Therefore it could give competitive advantage. Knowlegde Management is always related in two field ofstudy, they are Information Technology (IT) and Human Resource Development (HRD).<br />
PPSDMS as organization that focused in Human Resource Development need to study more about Knowledge Management. Therefore PPSDMS gets the best result. In this case, competitive advantage isn&#8217;t objective of PPSDMS on implementing Knowledge Management because there is no competitor in same field like PPSDMS. But, PPSDMS must be learning organization to hold its objective and vision. It is how creates future leader according to some criteria that have been determined.<br />
In my opinion, PPSDMS have implemented Knowledge Management but still in small scope. i.e. asking critics and some suggestion from participant and supervisor, notice of speaker material resume. However, There is no management of knowledge from material that have been presented in PPSDMS. I don&#8217;t believe that every participant of PPSDMS remembering all of material that have been presented. Therefore, It is needed a management of knowledge that have been obtained from each of presenter. We hope knowledge can flow sustainably. Concretly, We could save all of slide (powerpoint) that have been presented by speaker. May be PPSDMS add some features into portal. Therefore each of regional could upload every slide presentation into portal. We hope with the existing of information system about all of material have been presented, participant can access again all of material have been presented in PPSDMS later. If they want to refresh their knowledge.<br />
Besides for internal purposes of PPSDMS, knowledge management can be used for external purposes. For instance, all of material of presentation is published to public. It can give some advantages and influences to others not only to participant of PPSDMS. In this era of information technology, infomation or knowledge can be spreaded to other part of the world quickly. This phenomenon is occured in Youtube, Wikipedia, Google, etc. Youtube is a website that enable us to upload and download video from people around the world. Youtube services have proved how sphreading of knowledge is no boundaries of time and space. That also occured in TED (Technology, Education, and Design), it is a consurcium in U.S which everyweek held an International lecture. In TED, leaders, innovators, and agents of change througout the world give lecture. Then the video of lecture is published to the internet (www.ted.com). Now, farmers, villagers in rural area of India or in suburban of Jakarta can attend that lecture by the video. Online lecture not only held in Youtube and TED, but some organization have also start to implement it seriouslu. Google has googleplex for their lecture (http://video.google.com/googpleplex). We can also attend to their lecture by video virtually.<br />
All of the event above can be determined as a knowledge management, although in small scope. But It is suitable to be implemented in PPSDMS. There is three parameter to see the quality of information technology, they are the sphreadness, saveness, and quickness. The slide of presentation will be a rubbish if we don&#8217;t publish and share it to others. It can make the sphreadness be narrow. But if publish it to others through internet may be. you have given some advantages to others.</p>

<p>For a few hundred years, when science and mathematics were enjoying a period of great invention, one region of the world stood out. Masters of these disciplines were revered there, medicine advanced quickly, and the average person was curious about how nature worked. Not surprisingly, this region was globally respected.</p>

<p>In the other half of the known planet, scientists were punished, even killed. Mathematics was outlawed as irreligious and alien, and was later made subservient to religion. The standard of living was low.</p>
<p>The prosperous region was the Islamic Middle East, while an ignorant Europe remained poor. Both regions were religiously governed (historians differ about the role and natures of the religions in this context), but science flourished only in one of them. Now, of course the roles of the Islamic Middle East and the West are reversed.</p>
<p>Since World War II, the United States has been the world’s undisputed leader in science. Throughout this period, the brightest students were drawn away from their native lands, attracted by superior research universities and opportunities. Until recently, more than half of all mathematics, science, and engineering graduate students in the US were foreign-born. Many of these talents stayed after graduation, and both industry and government took advantage of this.</p>
<p>Meanwhile, Islamic cultures entered a historical phase in which science was equated with Western influence and eschewed. Even in countries where oil revenues could fuel a significant amount of research, Arab rulers did not encourage such investment, with the result that their societies have not prospered as much as they might have.</p>
<p>Recently, a desire for greater political respect has spurred Islamic nations to invest in technology, which is most visible in Pakistani and Iranian nuclear ambitions. But while such weapons carry political weight, the science behind them is mundane and old.</p>
<p>More meaningful is the respect that comes from incubating insights, rather than the products of past discoveries. Imagine the influence that would be generated by a Pakistani institute that was the world leader in cancer research. Would the political rhetoric shift if researchers in Oman discovered a key to suppressing AIDS?</p>
<p>This is one unclaimed opportunity. But another exists, and not just for Islamic societies. The US has made profound missteps recently. &#8220;Matters of faith&#8221; have been substituted for science across government, from the president down. Top researchers have had their reports changed by political operatives when the facts contradicted official belief. Encouraged by a religiously influenced administration, school systems are shifting their focus from science to &#8220;values.&#8221;</p>
<p>Since the terrorist attacks of September 2001, entry visas are fewer and more difficult to obtain, stanching the flow of young talent into US universities. Major scientific organizations have protested, without result. At the same time, tax laws have been revised to make investors wealthier in the near term, discouraging long-term investment in research. Half a trillion dollars was committed to the war in Iraq, an amount roughly equal to the sponsorship of all basic research for the last thousand years. Even if the US avoids a fundamentalist dark age, it clearly risks losing its global research dominance.</p>
<p>Japan recognized the link between political clout and science in the 1980’s. Japan’s chief industrialist, Akio Morita, the chairman of Sony, and the right-wing politician Shintaro Ishihara gave a series of speeches that were collected and published in 1986 as a book called The Japan that Can Say No. They outlined a national strategy in which world influence was understood to flow from scientific leadership. The key idea was that military power could be made obsolete if the &#8220;food chain&#8221; of military technologies was controlled by other nations. The book’s title refers to Japan’s plan to &#8220;say no&#8221; to US military influence once Japan controlled key military technologies.</p>
<p>Building a knowledge-based economy using oil wealth is clearly possible. For example, Texas, like most southern US states, was once economically poor and declining. Although it had oil revenue, the flow of dollars into an economy, by itself, does not boost prosperity as much as one might think. So Texas decided to devote its oil money to an educational endowment.</p>
<p>Today, that endowment is roughly equal to that of Harvard University and spread over 15 universities. The effect has been staggering: aerospace manufacturing has almost disappeared from California, but is booming in Texas. Telecom research centers and consortia have flocked to Texas, even from the Canadian telecommunications giant Nortel. Although manufacturing in the US is in crisis, Texas has one of the strongest manufacturing economies in the world.</p>
<p>There is no reason that the same outcome could not be achieved in the Middle East. First, however, the Islamic world must rediscover and embrace its proud heritage.</p>

But, if you don&#8217;t,  persistent to become shaleh, or even you can create shaleh environment and  ask others to become shaleh&#8221;.</em></p>

			<content:encoded><![CDATA[<p>This day i met one of ppsdms participant from Regional I Jakarta named agung (ilkom). We talked and shared about condition of ppsdms dormitory in each region Jakarta n Bandung. I surprised when he was talking that one of participant from regional I jakarta has been dropouted. What&#8217;s the matter? agung himself don&#8217;t know why his friend was dropouted.</p>
<p>But, at this time i don&#8217;t want talk about it. We (me and agung) has idea about ppsdms network. what is ppsdms network? yeaa&#8230;we can make a network between 5 regional throughout Indonesia in the Internet. With this network, we can share all newest information between us (ppsdms all). We can also use this network to share actual issue, problem, or information in Indonesia. Therefore, the vision and objective of ppsdms nurul fikri foundation can be accomplished together.</p>
<p>The problem is, how to make this network? Is it like INHERENT(Indonesian Higher Education Network)? No..no..we aren&#8217;t not like them yet (may be will&#8230;amiieennn). INHERENT is a great network between university througout Indonesia that has a large bandwidth. We don&#8217;t have what they have. However, we can make network by website, forum, or mailis. website, we have ppsdms.org (but not effective), how about forum? we don&#8217;t have hosting place. so We only can make feasible network by mailing list. In mailing list we can mail to others member interactively. To make this program realized, i made agung to collect email list of Regional. The next step is collecting email list from other regional ppsdms participant. So..be waiting for the next action&#8230;</p>

But he couldn&#8217;t because they couldn&#8217;t use english well.</p>
<p>What is the moral of the story? Actually Indonesian isn&#8217;t worse than modern country people in science. But english skill has resisted their development to go international. Without english we cannot read newest journal in the world, we cannot share knowledge/information to other people around this universe. The world is flat!! so who don&#8217;t have competitiveness will be shattered.</p>
